The Community’s Plans
The City of Tracy has available to them 100% Design Development Plans for the Aquatic Center ready to use and move towards construction.
These are plans years in the making with direct community input and ongoing support from city staff. The previous city attorney and city manager reached an agreement with Surland Companies to manage the design development and construct the project. These plans are the result of that agreement which we are asking the city to implement.

SGPA Architecture and Planning, Surland Companies, and the Community Aquatic Task Force took the feedback from the community in designing an aquatic center that will be for every resident in Tracy, regardless of age or ability. The attraction of the water amenities, coupled with the food and retail, and the community banquet hall, will draw people from throughout the region. The multi-phased design and buildout of the community’s Aquatic Center will be an economic driver for the city’s local economy.

The community-inspired Tracy Aquatic Center is not just about swimming and water fun. The Community Banquet Hall is for anyone in Tracy to rent for such things as wedding celebrations, family reunions, company gatherings, private parties, and other friendly gatherings. A modern, spacious banquet hall like our design does not exist in Tracy today.

An Olympic size swimming pool will help Tracy stand apart from other communities. The length of the pool is not only beneficial for training endurance purposes. The longer distances move competitions along more quickly, plus it will allow Tracy to host swim competitions at all levels. These competitions have a multiplier effect, as families attending their swim competition will play at the water attractions and eat at the park.

With an average summer temperature in the 90s, floating along in a lazy river will help cool anyone down. People will be able to ease their way into the lazy river using our beach design entry. When you’re done relaxing, take a ride down one of our intertwining water slides. From the lazy river to the water slides to the play structure with wet deck, we’ve thought of all the features a top-of-the-line water park has.

The heated 25-yard pool can be used for swim competitions, warm-up for competitions in the Olympic pool, and an assortment of activities for people of all ages. The pool can be used for water aerobics, swim lessons, rec lap pool, play structure features, and more.

The toddler pool is perfect for our younger park goers. The pool has two smaller, age appropriate slides and water structures. It also has shallower pool areas and plenty of shaded seating for parents to keep an eye on their young ones.

Whose ready to relax? The leisure pool is intended for those who want to stay call but also relaxed. The spacious pool with unique flower design provides plenty of space while staying close to your poolside seat.
Why won’t the city use these design plans?
The short answer is politics. The current majority city council has chosen to make the Aquatic Center a political matter instead of putting the community wants and needs at the forefront of their priorities. Instead of meeting with the community and the developer, the majority council is wasting over $750,000 in taxpayer dollars on new design plans with no justification to the public.
Were these design plans offered to the city?
Yes. Copies of the plans were given to city staff and Brian MacDonald, the Parks and Rec Director. Our only request is that the city sit down and meet with us and explain why they want to ignore decades of community input and plans that are ready to go to construction documents, but would instead start all over again and waste taxpayer money and time. City staff, however, refuses to meet with us in good faith.
Is there sufficient funding for these design plans?
Yes. The developer, Surland, contributed to the costs of these development design plans per the original agreement with the city. In fact, the city, led by Brian MacDonald, has been overseeing the progress of the design plans over the last several years, and several of the past city councils have supported the development of these design plans.
If the city accepts these design plans, then how soon before construction could start?
If the city accepts these 100% ready development design plans, then construction for the Aquatic Center could start within a years time.
